The Ministry of Human Resource Development (MHRD), India has published the draft guidelines and regulations on Establishing World Class Institutions in India. Early this month (October, 2016), the document was circulated for public consultation, by the MHRD & and University Grants Commission, for seeking suggestions/comments/views on the policy initiative.
In relation to the same, the Chair has provided its feedback to the Guidelines by emphasizing the point on ‘Social Responsibility of Universities’ as a crucial parameter for institutions vying to achieve the world class status. This aspect was also emphasized in the 12th Five Year Plan Document and the UGC’s Scheme on Establishment of Centres for Fostering Social Responsibility and Community Engagement in Universities (2014). Here, along with a brief overview of the concept and its linkages with the policy initiative at hand, the Chair provides crisp action pointers/expectations from such universities who aspire to achieve a world class status and gain global recognition and credibility.
